I don't believe anything beyond the predictive tools we use to
estimate hop utilization are within reach of the homebrewer. There may
be some specialized labs that could do it. Try contacting the Siebel
Institute. They may know of some. Remember though, bottom line is
taste perception which is only good to about 5 IBU from what I
understand. Generally the tools we have are fine to dial in a beer
within a couple or three tries.

Do a search on HBD, it has been discussed at length there. But forget about
doing it at home. As far as the homebrewer is concearned, there are no
analytical tools of methods available.

A lab can measure it by UV spec or high-performance liquid
chromatography. Got a spare HPLC system in your garage? ;-)

and if you've got enough solvents to run an hplc, then you could always
buy a few hundred boxes of cough cold tablets and open a crystal meth
lab on the side:)

On a home scale... none really. You need to send your beer to a lab if
you want an exact IBU measurement.
