Newbie here..
Malt extract kit with grains now fermenting in primary.
How long does the brew rest after racking to 2ndry?
Then, Right before bottling...I plan to re-rack to bottling bucket
containing the dissolved corn sugar.

Comments?

Let it clear in 2ndary. So however long that takes (probably at least
one week).

The rest sounds fine. Just keep everything sanitary and you will be good
to go.

I basically let it sit for at least at week in the secondary before
bottling though.

At least until the fermentation is complete. After that it's up to you.
Generally what happens next is aging/clearing of the beer in the secondary.
How much of that you want is a preference thing. Most beginners are eager
to get the beer into bottles and start drinking, so don't do much aging.
That's not necessarily a bad thing though.

Yep.

Depending on the ale, I secondary for 1-4 weeks. The bigger the beer
(higher OG) the longer the secondary. Aging is good for ales, within
limits. Give it 1-2 weeks in secondary to clear and age a bit and
you'll be fine.

If you have a suitable freezer available, crash-cooling your secondary
right before bottling at 34F for a couple days helps in clarifying the
beer as well.
